The Ordinance enacts as follows: - In case any person neglects or refuses to pay such taxes for fourteen days after such demand, when made personally or at the place of his usual residence or place of business in the Municipality, or after one month from the posting of such registered notice, the Collector may by himself, or by an agent appointed to him, in writing, levy the same with costs, by distress of the goods and chattels of the person who ought to pay the same in Municipality, or of any goods and chattels found on the land assessed, whether owned by such person assessed or not, and no claim or property privilege or lien except that of the Crown shall be available to prevent the sale of such goods and chattels so found on the land in payment of the taxes and cost of such seizure and sale.
